Pakistan policemen's assessment to be sent to their wives



Islamabad:  Erring policemen in the Pakistani capital have a new reason to worry - any lapses on their part will be conveyed to their wives under a new assessment system drawn up to judge their performance.

The new "points system" has been introduced by the police hierarchy to "jar the bad cops of the city out of their obstinate ways" and "to put them to shame", the Dawn newspaper reported today.

The first list under the points system has gone up on the notice boards of police stations and offices, and will be posted to the wives of erring policemen soon, the daily quoted its sources as saying.

The performance of police officers from the rank of assistant sub-inspector to inspector will be rated every month and one's standing on the list will earn him "praise or sneers from the family and comrades", said Superintendent of Police Mohammad Ilyas.

A bad report or low standing is expected to shame poor performers and make them give up their "bad ways and do better". Points earned by an officer will help his superiors to assess his chances for promotion and rewards.

Ilyas said he designed the performance assessment system on the direction of city police chief Bin Yamin Khan. Efforts in the past to reform policemen had not succeeded, the report said. Even a recent increase in pay made no difference.

Ilyas said four factors motivated policemen to be good cops. He said any incentive has to be linked with an activity and a policeman should have passion and emotional attachment with the activity assigned to him.

The policemen will work if they trust that their work will be recognised, and they will perform if they see a sense of purpose in what they have been asked to do, he added.

With these factors in mind, Ilyas said he chose six indicators for evaluating the performance of policemen by awarding points.

Ten points are awarded for arresting those accused of murder, robbery, burglary or car theft, seven points for arresting a fugitive, three for court absconders, and two for military deserters.

A policeman will earn 0.02 point for each gram of marijuana he seizes, 0.05 for heroin, 0.03 for opium, 0.01 for a bottle of local liquor and 0.05 for imported liquor and 0.03 for a can of beer.

One point will be awarded for recovering an imported pistol, 0.5 for a local pistol, two for a sub-machine gun and one for a tampered vehicle. A policeman will be awarded a point if he earns a commendation certificate but will lose a point if he is served a show cause notic
