Govt starts process to regularize 51 colonies

NEW DELHI: With the Municipal polls slated for early next year , the Congress-led Delhi government is all set to woo residents of unauthorized colonies by dangling the 'regularization' carrot at them . The Sheila Dikshit government's urban development department has finally fixed the "tentative boundaries" of 51 colonies and referred the matter to the BJP-led MCD. If MCD standing committee's approves these boundaries , the state will begin the process of granting regularization status . The government plans to regularize about a 100 odd colonies before the 2012 municipal polls .

The government promised the regularization dream to lakhs of people residing in 1639 unauthorized colonies awaiting legalization . Provisional certificates were handed out by Congress president Sonia Gandhi to RWA representatives at a public meeting before the 2008 assembly elections .Now, nearly two-and-a-half years later the urban development department of the state government has declared that a high-powered committee has fixed the tentative boundaries on the layout plans of 51 colonies approved by MCD. These cases are the least complicated with nearly 100% of the land being built-up area .

The final stage involves the standing committee of the MCD giving the green signal . Meanwhile , layout plans with the tentative boundaries cleared by the government will be put out in the public domain and suggestions and objections will be invited from residents . A public notice is expected to come out this week.

Urban development minister Raj Kumar Chauhan says he wants atleast 50 more localities to be regularized . "We will send the layout plans with the boundaries fixed by our committee for final approval to the MCD. A public notice will also be put out seeking suggestions and objections . Once cleared by the MCD, the government will begin regularization by collecting development charges ," Chauhan said . The government is in the process of finalizing the tentative boundaries of 69 more colonies .

The list of 51 colonies where tentative boundaries have been fixed include 22 localities from east district . These include G, R & J block East Vinod Nagar , West VinodN agar,E,F& S BlockPandav Nagar , Nehru Enclave Part-I-II (School Block, Shakarpur ),Cblock(Faijalpur unche Par ) Mandawali , Harijan Basti (School Block) Shakurpur , E-E xtension Harijan Basti New Ashok Nagar , A Block Harijan Basti Village Gharoli Extension , C-1 & D Block New Ashok Nagar , Indra Puri Karkardooma , Pratap Nagar , Sapera Basti village Gharoli , Durga Park Durga Mohalla in Dallu Pura .

There are 15 colonies in northeast district , including Roshan Vihar , Bhagirathi Vihar Phase-II , ABCD Block East Karawal Nagar , A Block Ambika Vihar , Shanti Nagar in Shiv Vihar , Ram Vihar , O & P Blocks Shiv Vihar Phase I, IV, V & VIII, Karawal Nagar , Prem Nagar , Village , Surya Vihar , Shiv Vihar Phase-V , Kanhaiya Mohalla , Sadatpur Extension C-5 & C-6 and Babu Nagar .

There are only two colonies Shanti Vihar in Najafgarh and Sanjay Enclave from southwest district on the list of 51. Shiv Ram Park , Nawada Housing Complex E Block Uttam Nagar and Jain Park falls in west district . Nearly seven colonies from Burari area are on the list from the north district . These include Bhagwan Park colony , Himgiri Enclave , Baba Colony B Block, Utaranchal Enclave Parvatiya Anchal , C Block Sant Nagar , Vijay Enclave and Sant Nagar block A1 Extension .
