Ms Khar called on Dr Singh and conveyed to him greetings of President Asif Ali Zardari and Prime Minister Gilani, the Pakistan Foreign Office said in a statement.
On a three-day visit to New Delhi, she held a bilateral meeting with her Indian counterpart S M Krishna, following which she called on the Prime Minister.
During her meeting with Dr Singh, Ms Khar recalled that during a meeting at Thimphu last year, the two Prime Ministers had agreed that dialogue was the only way forward and pointed out that the direction given by the two had led to the resumption of the full spectrum of the dialogue process.
She reiterated the commitment of the Pakistani leadership for "friendly, cooperative and good neighbourly relations with India".
According to the statement, Dr Singh welcomed the progress made in the dialogue process and termed it as "heralding of a new spring" in the relations between the two countries.
He stressed that India wanted the "friendliest" of relations with Pakistan and resolution of all issues.
Pakistan's Foreign Office said that Ms Khar handed over a letter of invitation from Gilani to Dr Singh, which the latter "accepted" and said "he would visit Pakistan at mutually convenient dates".
